IBBUL Vacancy Announcement: University Librarian & Chief Security Officer Positions; The Governing Council of Ibrahim Badamasi Babangida University (IBBU), Lapai announces that the positions of University Librarian and Chief Security Officer (CSO) will become vacant by 28th February, 2026. Suitably qualified and interested individuals are hereby invited to apply.


1. Position: University Librarian

A. The Job

The University Librarian shall be responsible to the Vice-Chancellor for the provision of library services in the University and its constituent departments/units.

B. Qualifications and Experience

Applicants must:

  • Hold a PhD in Library Science or Library and Information Science.
  • Possess a strong record of academic publications.
  • Have at least 15 years of relevant experience in a tertiary institution (preferably in a recognized University).
  • Not be below the rank of Deputy Librarian/Reader.
  • Be a registered member of the Librarians Registration Council of Nigeria (LRCN).
  • Demonstrate good computer skills.

Age Limit: Candidates must not be more than 60 years at the time of application.

C. Conditions of Service

The appointment is for a single term of five (5) years. Remuneration and conditions of service are as applicable to University Librarians in Nigerian public universities and may be determined by Council/Government from time to time.


2. Position: Chief Security Officer (CSO)

A. The Job

The Chief Security Officer shall be responsible to the Vice-Chancellor for the provision of security services in the University and its constituent departments/units.

B. Qualifications and Experience

Applicants must possess one of the following:

  • First Degree (minimum of Second Class Lower Division) with at least 18 years’ cognate post-qualification experience in security-related work.
  • HND (minimum of Lower Credit) with at least 18 years’ cognate post-qualification experience.
  • Military or Police Officer not below the rank of Major or Deputy Superintendent of Police (DSP), or equivalent in paramilitary, with at least 15 years’ experience in security-related work.
  • Police Officer not below the rank of Superintendent of Police, or equivalent in paramilitary, with at least 12 years’ experience in security-related work.

Additional requirements:

  • Proven integrity, discipline, and physical fitness.
  • Experience in security management of a tertiary institution will be an advantage.

Age Limit: Candidates must not be more than 60 years at the time of application.

C. Conditions of Service

The appointment is for a single term of five (5) years. Remuneration and conditions of service are as applicable to Chief Security Officers in Nigerian public universities.
