NECO Migrates to Computer-Based Examination for 2025 SSCE External; The National Examinations Council (NECO) has announced its transition from Paper and Pencil Test (PPT) to Computer-Based Examination (CBE). This migration will commence with the November/December 2025 Senior School Certificate Examination (SSCE External).
To ensure smooth implementation, NECO is inviting qualified Computer-Based Centre Operators to apply for registration. Below are the requirements and guidelines for interested operators:
NECO CBE Centre Requirements and Guidelines
System Requirements
- Minimum of 150 functional computer systems/laptops with 10% backups (15 systems), meeting the following specifications:
- 64-Bit Processor: Dual Core (Celeron/Pentium)
- RAM: 4GB
- Hard Disk: 250–500 GB (Internal)
- Operating System: Windows 10 or 11
- Display: Minimum 19.5-inch flat panel monitor
- Wired keyboard and mouse
- Updated browsers (Google Chrome, Mozilla Firefox, or Microsoft Edge)
- Computers must connect to a dedicated server capable of carrying 150 systems simultaneously without failure.
- The server shall be connected to a redundant backup server, located in a dedicated server room.
- The centre must be adequately networked to support seamless communication between server and workstations.
- All computers must be powered by a 220V power supply with UPS and generator backup.
Hall Requirements
- Minimum of 150 seating capacity with adequate ventilation and lighting.
- A comprehensive CCTV network with IP cameras covering examination halls and surroundings.
- At least 8 CCTV cameras must cover the entire CBE centre premises.
- CCTV must be functional 24/7 with a minimum of 60 days recording capacity.
- CCTV output must be linked to the ATRTL.
- The centre must be adequately fenced, separating it from surrounding properties.
- Centres must consist of two buildings – one for examinations and the other for reception/waiting.
- A holding room must be provided for candidates outside the exam hall.
- Adequate air conditioning is required in the server room and examination hall.
- Centres must be located in a serene environment, not in shared premises such as cinemas, shopping malls, or markets.
Facilities and Personnel Requirements
- A 40KVA power supply with a 200KVA generator providing at least 48 hours backup capacity.
- Uninterrupted Power Supply (UPS) with at least 30 minutes backup to enable smooth switch-over during power failure.
- A minimum of four (4) technical personnel with strong knowledge of computer network engineering.
- At least two (2) ICT support staff to assist in troubleshooting during examinations.
- All technical personnel must be present and available throughout the examination period.
- A standby generator engineer must be available during the examination.
- A permanent Centre Manager must be designated to liaise with NECO officials.

Note: Centres that do not meet the above-stated minimum requirements will not be considered. After inspection and verification, successful centres will be accredited, and operators will be duly notified.
