By offering scholarships and facilitating educational exchanges, the program aims to ensure the achievement of all Sustainable Development Goals (SDGs). Through SEED, Canada aims to strengthen people-to-people ties between Canada and the Indo-Pacific region.

SEED scholarships are made possible through institutional cooperation and student exchange agreements established between Canadian postsecondary institutions and their counterparts in ASEAN member states. This collaborative effort is supported under the umbrella of Global Affairs Canada’s International Scholarships Program, which includes the Canada-ASEAN Scholarships and Educational Exchanges for Development Program as a short-term exchange initiative.

To be eligible for the Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) program, applicants must meet the following criteria:

1. Citizenship: Be a citizen of one of the ASEAN member states, which include Brunei Darussalam, Cambodia, Indonesia, Laos (Lao People’s Democratic Republic (Lao PDR)), Malaysia, Myanmar, the Philippines, Singapore, Thailand, or Vietnam.
2. Enrollment: Be a full-time student enrolled at a post-secondary institution in an ASEAN member state.
3. Tuition: Be paying tuition fees to the institution at the time of application and throughout the entire duration of the exchange.

Ineligibility:

Applicants are not eligible for this scholarship if they:

1. Possess Canadian citizenship or permanent residency, or are in the process of applying for it.
2. Are currently recipients of a government of Canada-funded scholarship program.
3. Are already registered in a Canadian post-secondary institution’s degree, diploma, or certificate program.
4. Have previously been awarded a scholarship under the Canada-ASEAN Scholarships and Educational Exchanges for Development Program.

Requirements for Canadian Postsecondary Educational Institutions Hosting Students:

Canadian postsecondary educational institutions wishing to host students must:

1. Designation: Be a Designated Learning Institution (DLI).
2. Agreement: Have a current student exchange agreement in place with the home institution, which waives tuition for scholarship recipients (applicable only to college and undergraduate studies).

Scholarship Value and Duration:

The Canada-ASEAN Scholarships and Educational Exchanges for Development Program offers the following awards:

1. College/Undergraduate (4 months): $10,200 – Four months or one academic term. For study or research at the college or undergraduate level. A valid student exchange agreement waiving tuition fees is required.
2. College/Undergraduate (8 months): $15,900 – Eight months or two academic terms. For study or research at the college or undergraduate level. A valid student exchange agreement waiving tuition fees is required.
3. Graduate (4 months): $10,200 – Four months or one academic term. For study or research at the graduate level (Masters and PhD). A student exchange agreement is not required.
4. Graduate (5-6 months): $12,700 – Five to six months. For study or research at the graduate level (Masters and PhD). A student exchange agreement is not required.

Eligible Expenses:

The scholarship funds provided to selected students may be utilized for the following purposes:

• Fees for a visa or work permit
• Airfare via the most affordable and direct route
• Health insurance
• Living costs, including rent, utilities, and groceries
• Ground transportation, including a pass for public transportation
• Books and materials required for research or studies (excluding computers and other devices)

Eligible Reimbursements for Canadian Institutions:

Canadian institutions hosting scholarship recipients are eligible for:

• $500 for each scholarship recipient to assist with post-arrival administrative expenses in Canada
• Reimbursement, under certain circumstances, of additional employer compliance fees paid to Citizenship, Immigration, and Refugees Canada

Funding Mechanism:

Global Affairs Canada, operating under its official name, the Department of Foreign Affairs, Trade, and Development (DFATD), will provide funding to Canadian institutions through a non-negotiable contribution agreement.

These institutions will then be responsible for disbursing the funds to successful students through their internal procedures. If a student chooses not to accept the scholarship, Canadian institutions are obligated to return all funds, including the administrative fee, to DFATD.

Application Process:

Canadian institutions must submit applications on behalf of qualified students before the deadline. Prior to the application period, Canadian establishments eager to welcome students should:

• Raise awareness of the scholarship among staff and faculty
• Promote the scholarship to qualified partner schools
• Review student exchange contracts with eligible partner universities

Non-Canadian universities interested in sending students to Canada should:

• Familiarize themselves with the eligibility criteria
• Explore student exchange programs with Canadian universities
• Inform students about the scholarship
• Identify students who meet the admission requirements and eligibility criteria at the Canadian partner institution

International students interested in studying in Canada under this scholarship should:

Application Instructions:

For Canadian educational institutions submitting applications on behalf of qualified students, follow these guidelines:

1. Designate a program coordinator to complete applications.
2. Log in or create a Momentum account to apply for the scholarship on behalf of students.
3. Upon logging in, select the Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) program and click the “Apply Now” button.
4. Compile information in the required fields, following each item’s instructions.
5. Upload all necessary supplementary files in .pdf, .jpg, .doc, .docx, .txt, or .gif formats, ensuring each file does not exceed 5 MB.
6. Review information before submission.
7. Click “SUBMIT.” A reference number and confirmation message for submitted applications will be provided.
8. Use the browser’s print feature to print the form for your records.

Scholarship Selection Criteria:

Applications are assessed based on the following criteria:

1. Connection between the student’s planned research project and the 2030 Agenda for Sustainable Development in Canada.
2. Candidate’s commitment to using the research or studies conducted in Canada to address poverty and close the development gap in the ASEAN region.
3. Merit of the research or study to be conducted in Canada.
4. Benefit for peers and the home institution.
5. Benefit for the Canadian organization, mentor, and colleagues.
6. Strength of connections that the proposed exchange will create.
7. Rankings submitted by the Canadian organization.

Application Deadline:

Canadian institutions may submit online applications on behalf of candidates until March 21, 2024, at 11:59 p.m. EDT. To ensure timely receipt of supporting documents, Canadian institutions should establish an earlier deadline for candidates and their home institutions.

Notification of Results:

In the spring, the scholarship administrator will notify Canadian institutions of successful outcomes. Unsuccessful applications will not receive feedback from the administrator.

Communication and Student Arrival:

Institutions are responsible for notifying students of their successful applications. Students seeking information on their application status should contact either their home institution or the Canadian institution.

Student Arrival in Canada:

Chosen students for the fall semester can arrive as early as August 1, 2024, and for the winter/spring semester, they must arrive no later than February 1, 2025.

Failure to arrive within this window may result in the revocation of the scholarship. To prevent delays, students are advised to apply for their study or work permit or visa as soon as possible.

Conditions for Successful Students:

Scholarship recipients agree to:

1. Engage in full-time research or studies as specified by the Canadian institution.
2. Refrain from participating in clinical research or clinical training involving direct patient care.
3. Focus primarily on full-time coursework or research while in Canada.
4. Return to their original educational institutions to complete their studies after the scholarship period.

Failure to meet these requirements may result in the cancellation of the scholarship.

Additional Information:

1. Scholarships are non-renewable and cannot be postponed.
2. The availability of scholarships is contingent upon the Canadian government’s funding.
3. Scholarship recipients and Canadian institutions are not subject to taxes on their awards.
4. After the scholarship period, students must return to their home institutions to complete their coursework.
